Could a team apply the new redshirt rules retroactively? Say, for example, you have a Senior QB in 2019 who only played in 4 games in 2016. Could said QB count 2016 as a redshirt year in order to improve his draft stock.
That was actually apart of the proposal for the recent rule change, but the ruling was that eligiblity cannot be retroactive and must be declared at the end of the season.
