Pac 12 is requiring teams to have a .500 record to go to a bowl, so we need to win the next 3 for that chance

Why would the league hamstring its teams like that? I can understand saying bowls will be awarded based on the order of best record, but if a bowl game wants to invite a 2-3 Pac-12 team and everyone above that team is going to a bowl game, why would the league say “No thanks.”?
