That’s because no official wants to be the one that missed a targeting call when a player really gets hurt so they will throw the flag on every hard hit to cover themselves them let the replay official sort it out.

If you referred to the one on the Navy QB that call was made after replay and it was the correct call. Player lead with his crown into a defenseless player. Does not have to be to the opposing players head.
