Are the PAC 12 and Rosebowl contractually obligated to take the PAC 12 Champion

for the Rosebowl?  Do they need Utah to beat BYU for a brandished winning record to play in the Rosebowl?  Or can we play the second string to avoid injury, avoid targeting etc.? My friends are all asking.
