At the end of the day, the Committee has the subjective power to go by their eye test to determine who are the best teams and where teams should be ranked. For example, if the Committee felt that Wake Forest was an elite team, they could simply say that losing to North Carolina (bad loss) was a slip up and not representative of how good they think Wake Forest is and then rank them #4 or #5.
This is why the current system is so flawed and an expanded playoff is the only way to remove a majority of this subjectivity and allow the players/teams decide things on the field.
