Let’s oversimplify things.
Orgeron at Utah
I agree. Orgeron has been one of the nations top recruiters for a long time as an assistant, and ironically, HC might be the best spot for him where he can recruit and leave the x&O’s to the staff. USC has got to be thinking, WTF were we thinking not making him the HC. But the literal reason they did not take him is because he doesn’t play golf at the country club, or rather he doesn’t fit that crowd.
I seriously doubt Orgeron would have a top 5 or even a top 10 class as Utah’s HC.
I doubt any coach would get a top 10 class at Utah, but an emphasis on recruiting each position is where i’d expect to see a major improvement.
I’d take Orgeron, Cristobal, Harbaugh, Taggert, Meyer, Sitake, and a bunch of others recruiting over Whitt.
I can agree with this take. There is definitely scope for improvement, and there are coaches out there who’d recruit better, but it is not as simple as @Pace make it sounds.

If Whitt were at LSU and Orgeron were at Utah, Whitt would out recruit Orgeron hands down.
I agree. I think the way these guys want to frame the comparision is Orgeron at Utah versus Whitt at Utah. That is the actual question.
Ok. But the OP asked if it’s Whitt at LSU.
Central Coast is right. Deliberately framed the question that way.
Orgeron at Utah would be an unmitigated disaster. According to Derrick Stevenson coach O was a big fan of the drinks and strip club approach. Don’t see that one going over well with 1/3 of our recruiting base. But by that same token, can’t exactly see Whitt killing it with the proclivities of the recruits in the deep south either.
The LSU brand would have to carry the day but I don’t think either of them would be terribly successful compared to the current situation the teams are in.
