Correct, but it’s also reflective of the relatively small amounts being wagered so far. The house wants to hedge its risk to get their typical 9% vigorish regardless, so they rapidly move lines when the denominator and sheer magnitude of bets is still small.
I’m very surprised that this is the line. If this is where it has started I bet there will be millions in “LA” money coming in and moving the line quite a bit farther. If you want to bet the Utes, I’d wait for it to move.
