Honestly, the more I think about it, would no pads really make it safer? I don’t know a ton about rugby but the little I have seen, they never really tend to make contact at full speed. If they are chasing someone down then they are at full speed but they are going in the same direction. I’m starting to think maybe the pads help? Like can you imagine a slant route and getting obliterated by the defense with no pads? Idk feels wild

I slightly disagree. In the past, Utah has had decent seasons with mediocre QB play when they had a strong running game. Last year the running game was fragile. A K-Whitt defense with a top tier running game, I like our chances.
